Notice of Project Modification

The Delaware Department of Transportation (DelDOT) has received
guidance from the Federal Highway Administration (FHWA)
regarding public participation for capital projects in an area where
there is no Metropolitan Planning Organization (MPO) such as
Sussex County. Thus, DelDOT must inform the public of major
changes in the Statewide Transportation Improvement Program
(STIP). The Fiscal Years 2021 - 2026 Capital Transportation
Program (CTP), serves as DelDOT’s Fiscal Years 2021 - 2024 STIP
for Federal-aid purposes.

DelDOT is requesting an amendment to the Fiscal Years 2021 - 2024
(STIP) to increase the HEP Sussex County, SR 1 and SR 16 Grade
Separated Intersection project. This project proposes to remove the
at-grade signalized intersection at SR 1 & SR 16, and replace it with
a grade separated intersection which will elevate SR 1 over SR 16.
Access to both SR 1 and SR 16 will be provided with bridges and a
ramp system. This project was identified in DelDOT’s Hazard
Elimination Program as having a high crash rate, and the
improvements are necessary to improve safety and reduce the
number of crashes at the intersection. Additionally, this portion of
the SR 1 corridor is part of DelDOT’s Corridor Capacity Preservation
Program. Several nearby intersections have been proposed or
constructed as grade separated intersections, and the completion of
those projects as well as this one at SR 1 & SR 16 will result in the
removal of signalized intersections in the SR 1 corridor.
