The Agenda
Fenwick Island
• The Fenwick Island Beautification Committee will meet on Tuesday, Dec. 13, at 9 a.m. The meeting was rescheduled from its usual Dec. 5 date.
• The Fenwick Island Town Council will not hold a workshop-without-agenda (WWA) in December. The regular council meeting has been moved up to Friday, Dec. 16.
• Fenwick Island will hold its tree-lighting event and holiday party at 6 p.m. on Saturday, Dec. 10, at the town hall.
Bethany Beach
• The Bethany Beach Town Council will hold a special meeting on Saturday, Dec. 10, at 10 a.m. at the town hall to review previously discussed plans for the Garfield Parkway Streetscape project, as well as a new version of a previously considered plan. Public review and input on the plans is being encouraged, and the public is also encouraged to attend the Dec. 10 meeting.
• The Bethany Beach Town Council will hold its regular monthly meeting on Friday, Dec. 16, at 7:30 p.m. at the town hall. Items on the agenda include:
o Vote on the establishment of committee guidelines;
o Discussion and possible vote on the Streetscape project;
o A second reading on the town’s proposed property maintenance ordinance;
o Consideration of a proposal to extend the current contract between Marlowe and Company and the Town of Bethany Beach for governmental affairs consulting services regarding beach renourishment;
o Consideration of a contract submitted by Landscape Architectural Services for stormwater management plan for the former Christian Church/Neff property;
o Consideration proposal from Peninsula Mercantile Bank regarding the use of their parking lot located at the southwest corner of Garfield Parkway and Pennsylvania Avenue; and
o Consideration of a contract submitted by Paul’s Paving Inc. for grading/stoning throughout the east side of town.
• The Bethany Beach Planning Commission will meet Saturday, Dec. 17, at 9 a.m. in the town hall. The agenda for the meeting includes:
o A review of final plans for a PRD submitted by H. Meredith Palmer for property located at 816 Garfield Parkway in the R-2 Zone;
o A review of a land partitioning application filed by Lien and Vinh Nguyen for property at 303 Central Boulevard;
o Review of Zoning Ordinance Chapter 245 for communication facilities to be permitted in all zoning districts;
o A Zoning Ad hoc Committee (ZAC) update regarding proposed changes in the residential zone (covered pilings, floor-area ratio, impervious surfaces) and in the commercial zone (Streetscape, new retail shops, block renovations).
South Bethany
South Bethany Town Council will meet at 7 p.m., Friday, Dec. 9, at town hall. On the agenda, first reading of an ordinance “to update the parking permit system and change parking permit fees,” and under new business, an addendum to the town’s contract with architectural firm French & Ryan, and a proposal from beach replenishment lobbyists Marlowe & Company.
Ocean View
• The town’s Long-Range Financial Planning Committee will meet at 4:30 p.m. on Tuesday, Dec. 13, at town hall.
• Ocean View Town Council will meet for a work session on Tuesday, Dec. 13, at 7 p.m., at town hall. Council members will discuss proposed ordinances to (1) amend the sign ordinance, (2) revise the speed limit in certain areas of the town, (3) govern single-lot development and (4) regulate antennae, plus draft legislation a proposed amendment to Delaware Code regarding municipal elections.
• The town’s Planning and Zoning (P&Z) commission will meet at 3 p.m. on Thursday, Dec. 15, for a special design workshop, covering standards for the newly-rezoned General Business (GB) Route 26 corridor.
• The town’s Board of Adjustment will meet on Thursday, Dec. 15, at 6 p.m., town hall. There’s just one hearing on the agenda an application submitted by Morning Star LLC and the Oak Arbor Inn Restaurant (84 Atlantic Avenue). The applicants are seeking a variance for a newly constructed addition, which encroaches about 4 inches into the setbacks.
• The P&Z will return at 7 p.m. (again, Thursday, Dec. 15), to consider this month’s slate of regular zoning business:
o Commission members will consider Ralph Picard’s project under old business (preliminary site plan) it’s either eight or nine townhouses, to be determined, located on roughly 1.9 acres at 32 Atlantic Avenue.
o Under new business, Marian and Irene Kirk’s request for subdivision at 5 Calgary Avenue, in conjunction with: (1) William and Marie Fries’ application for combination of half the subdivided lot with the parcel at 7 Calgary Avenue, and (2) Emlyn and Linda Jones’ application for combination of the other half with 1 Calgary Avenue.
o On behalf of the Ocean View Church of Christ, Jeffrey Bennett, for: (1) a public hearing, as Bennett requests combination of three parcels at 51 and 55 West Avenue, into one, and (2) site plan review, for construction of a gymnasium and office/classroom space on that new parcel.
o Finally, the P&Z will discuss an ordinance relating to conformity of residential uses, in the General Business (GB) district.
Sussex County
Sussex County Council will hold its monthly night meeting on Tuesday, Dec. 13, at 6:30 p.m., in Council Chambers at the County Administrative Office Building in Georgetown. This will be council members’ last meeting before the end of the year. (They’re off until Tuesday, Jan. 3).
Indian River School District (IRSD)
The IRSD School Board will meet on Tuesday, Dec. 13, at 7 p.m., in the cafeteria at the new Sussex Central High School, north of Millsboro (26026 Patriots Way). Board members will recognize the young winners of the School Bus Safety Poster Contest, several successful grant winners and teachers who’ve achieved National Board Certification (for top-notch teaching standards).
Sussex County Planning & Zoning Commission
The Sussex County Planning & Zoning Commission will meet on Thursday, Dec. 15, at 6 p.m. in the County Council Chambers in Georgetown. The agenda includes public hearings on:
• The application of Timothy and Vickie O’Hare to consider the conditional use of land in an AR-1 Agricultural Residential District for a wood shop to be located on a 34.9 acre parcel southeast of Route 54 (Omar Road) across from Road 343;
• The application of Michael Orndorff to consider the conditional use of land in a GR General Residential District for multi-family dwelling structures (16 units) to be located on 4.1 acres northeast of Road 358 (Sandy Cove Road) and northwest of Road 357 (Cedar Neck Road);
• The application of Edward Chiasson to consider the conditional use of land in an AR-1 Agricultural Residential District for a gift shop to be located on 38,653 square feet northwest of Route 54 across from Road 394A and southwest of Route 20; and
• The application of Bayville Shore Association LLC to increase the density from 332 units to 342 units (10 additional units) in the Bayville Shore HR-2/RPC High Density Residential District-Residential Planned Community north of Route 58B, north of Route 54 and south of Little Assawoman Bay, located on 91.88 acres.
