Sussex County

Sussex County Council will meet on Tuesday, Nov. 15, at 10 a.m., in Council Chambers at the Sussex County Administrative Office Building (2 The Circle, Georgetown). On County Administrator Robert Stickel’s portion of the agenda, the Diamond State Community Land Trust, a proclamation related to the First State Community Action Agency and discussion regarding a $20,000 grant to the National Council on Agricultural Life & Labor (NCALL) organization.

Council will consider a bid award for emergency medical service (EMS) vehicles, a subdivision appeal under old business, a bid award (or rejection) related to the Sussex County Emergency Operations Center and the purchase of a pump station for the Banks Harbor Retreat Marina community, north of Millville.

Under public hearings, an application from Design Consultants Group, for a conditional use of land on a 16-acre parcel west of Cedar Neck Road — what is presently the Sandy Cove Campground. The applicants are requesting permission to build 64 multifamily dwellings.

Sussex County Planning and Zoning

The regular meeting of the Sussex County Planning and Zoning Commission will be held Thursday, Nov. 17, at 6 p.m., in the County Council Chambers of the County Administrative Office Building in Georgetown.

Agenda items include:

• Further consideration of preliminary approval for Subdivision #2004-33 for Cindy L. and Harry L. Blades Jr., near Roads 346 and 347 (5 acres into three lots), and for Subdivision #2004-34 for Dagsboro Trace LLC, located south of Route 26, approximately a half-mile west of Townsends Road (21.7 acres into 27 lots);

• Further consideration of an ordinance amendment to Chapter 99, relating to appeals;

• A public hearing on zoning change request #1592 for the J. and Y. Parker Family LP to amend the comprehensive zoning map from an AR-1 Agricultural Residential District to a C-1 General Commercial District for a 3.52-acre parcel southwest of Route 20 and southeast of Road 333 (Lots 76, 77, and 78 of the Houston Acres Subdivision);

• Consideration of an ordinance amendment to permit the sharing of required parking serving multiple uses within the same project and under the same ownership;

• Consideration of an ordinance amendment to reduce the size of an off-street parking space and to allow a reduction of size for compact cars under certain circumstances;

• Consideration of an ordinance amendment to reduce the width of parking lot interior drives from 25 feet to 24 feet; and

• Consideration of an ordinance to amend Chapter 115, Section 162 of the county code to delete the phrase “3 per family unit” and substitute “2 per dwelling unit.”

Ocean View

• Ocean View Town Council will hold a work session on Tuesday, Nov. 15, at 7 p.m., at town hall (32 West Avenue). On the agenda, discussion of: (1) a single-lot ordinance, (2) an ordinance revising speed limits in certain areas of town, (3) an ordinance dealing with antennae, (4) an amendment to the sign ordinance to include on-premises business directories and (5) an ordinance relating to fees for building repairs. Under administration, discussion and consideration of awarding a bid for property revaluation and a three-year contract for assessment services.

• The Ocean View Planning and Zoning (P&Z) Commission will meet on Thursday, Nov. 17, at 7 p.m., at town hall. The commission will review four site plans: (1) for an eight-unit townhouse project on roughly 1.9 acres at 32 Atlantic Avenue, (2) for a four-lot subdivision on 2 acres, at 2 Central Avenue, (3) for a refrigerator, behind the Kool Bean café, at 111 Atlantic Avenue and (4) for a well house at the railroad restaurant, under construction at 27 Atlantic Avenue.

Fenwick Island

The Fenwick Island Town Council will host a workshop-without-agenda on Saturday, Nov. 12, at 8:30 a.m. at the town hall.

Bethany Beach

• The Bethany Beach Traffic and Parking Committee will meet Saturday, Nov. 12, at 10 a.m. at the town hall. The agenda includes a review of the residential parking permit system, as well as a review of changes discussed at the town’s Charter and Ordinance Review Committee meeting of Oct. 20.

• The Bethany Beach Planning Commission Ad Hoc Committee will meet Monday, Nov. 14, at 10:30 a.m. at the town hall. Agenda items include:

o Requirement for recessed wall plane (R1 and R2);

o Allowance for increased height and roof pitch (R1 and R2);

o Allowance for front setback encroachment for uncovered steps (R1);

o A proposed mission statement; and

o Consideration of a requirement for replacement structures, requirement for maximum limits on floor area ratio (FAR), a requirement for maximum limits on impervious surfaces, and neighborhood conservation districts as a means to implementing updates to the current zoning code.

• The Bethany Beach Historical and Cultural Affairs Committee will Monday, Nov. 14, at 1 p.m. in the town hall. The agenda includes updates from the artifacts committee for the town museum, on planned cultural events and on the committee’s oral history project.

• The Bethany Beach Town Council will be holding special meeting sessions in the form of a retreat on Tuesday, Nov. 15, and Wednesday, Nov. 16, at the Boardwalk Plaza Hotel in Rehoboth Beach. Along with discussion of council procedures, the two-day event includes an executive session to discuss personnel matters.

• The Bethany Beach Flood Mitigation and Drainage Committee will meet Thursday, Nov. 17, at 9 a.m. at the town hall for an open discussion regarding drainage.

• The Bethany Beach Charter and Ordinance Review Committee will meet Thursday, Nov. 17, at 2 p.m. at the town hall. Agenda items include: Section 197 Article II update by John Eckrich; Chapter 1 and 2 — Fines and Penalties (what to include and/or remove); a town map update; Chapters 245-16 (fences) and 197-13 (driveways), with a possible decision to present a white paper to Town Council; a review of the use of tall shrubbery to fence in a property (245-16D); propose changes to Ordinance 179-1(b).

• The Bethany Beach Town Council will meet Friday, Nov. 18, at 7:30 p.m. at the town hall. The agenda includes: recognition of Dennis Cleary, Alderman Court appointments, submission of white papers regarding Chapters 245-16 (Fences) and 197-13 (Driveways), second readings of an ordinance to amend Chapter 200 (Subdivision of Land) of the Town Code and an Ordinance to amend the Bethany Beach Town Code to add a new Chapter 239 to regulate wireless communications towers and amateur radio antennas. Council members will also consider a motion to cancel the December 2005 Town Council meeting.

• The Bethany Beach Planning Commission will meet Saturday, Nov. 19, at 9 a.m. at the town hall. Agenda items include: consideration to grant a 12-month extension to Robert and Linda Maxwell to complete partitioning that was granted in September 2004; review of zoning ordinance Chapter 245 for communication facilities to be permitted in all zoning districts; and a zoning ad hoc committee (ZAC) update.
