The Agenda
Bethany Beach
- The Bethany Beach Town Council will meet at 7:30 p.m. on Friday, Oct. 21, at the town hall. Agenda items include:
- Approval of Tax Adjustment List No. 1;
- Announcement of Planning Commission and committee appointments;
- Discussion and vote on committee guidelines;
- A second reading of an ordinance to delete the sunsetting provision for “waiting area bars” (a house-keeping measure to document action taken by the Town Council at the Sept. 16, 2005 meeting);
- A second reading of an ordinance to amend the Bethany Beach town code to add a New Chapter 239 to regulate wireless communications towers and amateur radio antennas;
- Setting of a date for a public hearing and referring to the Planning Commission of an ordinance in Chapter 245 (“Zoning”) of the Bethany Beach town code to establish and define a “conditional use,” to define a “public utility” and to amend various sections of the zoning ordinance to allow wireless communications facilities to be permitted in all zoning districts if approved as a “special exception” or as a “conditional use”; and to allow public buildings, public service buildings, water towers and public utilities if approved as a “special exception” in the C-1 and C-2 commercial zoning districts;
- A first reading of an ordinance to amend Chapter 200 (Subdivision of Land) of the town code;
- Consideration of a resolution to amend the town pension plan;
- Consideration of a contract submitted by Security Services and Technologies for a key-card entry system for town hall.
- Discussion and vote on Sea Colony’s request to DelDOT to close Pennsylvania Avenue from their main entrance south to Route 1; and
- A request to set date for future meeting to discuss the Streetscape project.
- The Bethany Beach Planning Commission will meet Saturday, Oct. 22, at 9 a.m. in the town hall. The agenda for the meeting includes:
- An Intergovernmental Liaison update;
- Discussion of ad hoc committee formation;
- Discussion of the status of Chapter 200, 1 thru 23, and changes recommended; and
- Review of the wording for the “grandfather clause,” related to planned residential developments (PRD’s).
- The Bethany Beach Budget and Finance Committee will meet on Friday, Oct. 28, at 2 p.m. at the town hall.
Ocean View
The Ocean View Historical Committee will meet on Thursday, Oct. 27, at 9 a.m., in town hall. The committee continues to refine oral/video history gathering techniques, and will review the list of prospective interviewees.
Dagsboro
Dagsboro Town Council will meet Monday, Oct. 24, at 7 p.m., in the Bethel Center at 107 Clayton Street:
- Back on the agenda, a request for rezoning for Riverview Associates, for a yet-again modified General’s Green project, now 40 residences lighter, down to 430 units, on a 116-acre parcel, north of Clayton Street, east of Route 113. The project started out as a mix of more than 510 single family homes and townhouses. Last month, Mayor Brad Connor asked developers to slim down to a net density of three units per acre the project as now proposed comes closer, at 3.7 units per acre. Connor said the developers had addressed concerns about overall design as well.
- Vines Creek Village, 52 single-family homes on 23 acres near the corner of Route 26 and Route 20 (Armory Road) returns for preliminary site plan review.
- Developers for the Highlands of Pepper Creek will present a conditional-use request for a temporary sales/construction trailer.
- Council will hold public hearing for three somewhat related zoning ordinances, (1) striking “Taverns” and “Liquor Stores” from the list of permitted uses in the Commercial District and (2) adding “Retail Liquor Stores” and “Taverns” to the list of permitted uses in the Highway Commercial District, and (3) adding new administration and enforcement language, to establish a restaurant compliance review.
- Engineer Chuck Hauser (Davis, Bowen & Friedel) is slated to give the regular update on the town’s central water project.
- Discussion is also slated on topics including: (1) clarification of the election process, (2) payment for the Ward building on Vines Creek Road (Route 26), (3) a request from developers Cummings & Clark, to extend the original term for temporary buildings south of Clayton Street, (4) Planning Commission issues, including a Comprehensive Plan update and commission (re)population, and (5) establishment of an application fee for a Certificate of Compliance (preliminary to an application for a liquor license) and consideration of an agreement with Artesian Water Company.
Sussex County
Sussex County Council will meet on Tuesday, Oct. 25, at 10 a.m., in County Council Chambers at the Sussex County Administrative Office Building (2 The Circle, Georgetown). At the top of the agenda:
- District III World Series, Sussex County Habitat for Humanity and the First State Manufactured Housing Association;
- Council will hold public hearing for an ordinance “relating to addressing and street naming,” to establish fines for failure to properly post the new 911 addresses (after an 18-month grace period, and warning letter); and
- Under grant requests, the Veterans of Foreign Wars (VFW), Department of Delaware, seeking support for Operation UpLink. UpLink provides free phone cards to military personnel on active duty overseas or in veteran’s hospitals.
Sussex County Planning and Zoning Commission
A meeting of the Sussex County Planning and Zoning Commission will be held Thursday, Oct. 27, at 7 p.m., in the County Council Chambers of the County Administrative Office Building in Georgetown.
