Town of Frankford - Sidewalk Improvement Bidding


INVITATION TO BID

Sealed Bids for the Frankford Sidewalk Improvements Project will be
received by the Town of Frankford at 5 Main Street, Frankford, Delaware 19945 until 2:00 p.m., prevailing time, on December 11, 2015 and then will be publicly opened and read aloud.

The Work consists of the following:
• Complete removal and in kind replacement of an approximately 5 feet section of 5-ft wide concrete sidewalk and curb near 6 Main Street;
• Complete removal and in kind replacement of an approximately 6 feet section of 5-ft wide concrete sidewalk near 34 Thatcher Street;
• Complete removal and replacement of an approximately 37 feet section of 5-ft wide concrete sidewalk, driveway entrance and curb near 38 Thatcher Street. Proposed grade will be determined in the field to accommodate ADA regulations. Within the DelDOT right-of-way a 4’ by 12’+/- section of the adjacent drive way shall be graded to transition to proposed back of sidewalk;
• Complete removal and in kind replacement of an approximately 3 feet section of 5-ft wide concrete sidewalk to back of curb, and an approximately 6 feet section of 5-ft wide concrete driveway entrance near 14 Main Street;
• Complete removal and in kind replacement of an approximately 7 feet section of 5-ft wide concrete entrance, in addition to an approximately 7 feet of 3-ft wide bituminous pavement near the Post Office at 1 Main Street.

The selected contractor will be responsible for complete removal and
disposal of all existing aggregate, concrete and pavement as well as any excess stone or earth resulting from excavation to subgrade. Utility
adjustments shall be made per the attached Standard Construction Detail Exhibit. All new sidewalks and entrances shall be replaced in-kind per
DelDOT standards and specification. Due to the proximity of the work area the selected contractor will be required to provide all necessary temporary traffic and pedestrian control devices per DelDOT standards and
specifications. Delaware MUTCD Typical Application 10 and Delaware MUTCD Typical Application 28 shall be used at all locations. Bids shall be prepared to include all labor and material necessary to remove and
reconstruct the sidewalk as noted above and include all warranties per
DelDOT requirements to include one (1) year warranty for all concrete work and a three (3) year warranty for all hot-mix installation. All Bidders shall also provide proof of insurance coverage as part of their bid package. The selected contractor and any subcontractors will be required to have a
current Town of Frankford business license prior to beginning work.

Bids shall be submitted in a sealed envelope marked with 1) the phrase "SEALED BID", 2) the above title of the bid, and 3) the Bidder's name and address. It is the responsibility of the Bidder to meet the specified opening time; any bid not so received may be returned unopened at the discretion of the Town

The Town reserves the right to:
• Amend or cancel this request for proposal prior to the due date and time.
• Waive any informalities and to reject any or all bids.
• Amend or cancel this request for proposal prior to the due date and time.
• Reject any and all proposals received in response to this request.
• Negotiate the Fees contained in any proposal.
• Award contracts, or part thereof, in any manner necessary to serve the best interest of the Town of Frankford, without obligation to accept a
proposal based upon the lowest fee schedule.
• Request additional information as determined necessary.
