Hugh J. Dolan, 89


The Hon. Hugh J. Dolan, 89, of Millville, Del., formerly of Springfield, Va., passed away Tuesday, Aug. 8 2017. He was born in New York City in 1928.

Dolan graduated from St. John’s University of Law in 1952, and received a master’s degree in law from George Washington University. He was commissioned to the Judge Advocate’s department of the U.S. Air Force, serving in a number of stateside and foreign assignments. After leaving active duty, Dolan remained in the Air Force Reserve until his retirement as a colonel in 1988.

Dolan joined the U.S. Department of Commerce upon release from active military service in 1966 and was assigned as counsel to NOAA. In 1974, from the position of acting deputy general counsel for NOAA, Dolan was appointed chairman of the Appeals Board of the Department of Commerce and hearing commissioner for the Office of Export Administration.

In 1978, Dolan was appointed as an administrative law judge to meet the professional requirements for conducting proceedings initiated under such diverse authorities as the Endangered Species Act, the Marine Mammal Protection Act, the Magnuson Fishery Conservation & Management Act, the Export Administration Act and similar statutes.

In 1994, Dolan retired as acting deputy general counsel of the environmental arm of the Commerce Department.

Dolan was active for many years in civic affairs in the Springfield area of Fairfax County, Va., where he and his family formerly resided. He also served as a member of the Planning & Zoning Commission of South Bethany, Del.

Dolan is survived by his loving wife of 65 years, Jeanne Dolan; his adult children, Kevin Dolan and his wife, Carol, Marianne Konka and her husband, Steve, and James Dolan and his wife, Eileen; grandchildren Jeannine, John, Daniel, Amy, Patrick, Katherine, Michael, Ashley, J.T., Kevin and Claire; and great-grandchildren Zoe, Sasha, Jack, Gareth, Vera and Kai.

He was a devoted husband, generous father and grandfather. He will be dearly remembered and deeply missed.

A visitation was scheduled for Aug. 16, 2017, at Melson Funeral Services, Ocean View, Del., with Mass of Christian Burial on Aug. 17, 2017, at St. Ann’s Catholic Church, Bethany Beach, Del.
